Andrew S. Quinn, Esq. serves as Of Counsel to Ridley, Chuff, Kosierowski & Scanlon P.C. Andrew brings over 20 years of significant litigation and trial experience to the firm and is a valued consultant on numerous complex civil litigation matters.

Andrew served as an Assistant United States Attorney for the U.S. Department of Justice for 7 years where he represented the United States as a federal prosecutor in various civil and criminal healthcare matters. He has been a member of federal healthcare related task forces and working groups and has been recognized by the United States Attorney General, the FBI, IRS, DEA and the HHS Inspector General for his work in the area of healthcare fraud. Andrew is nationally recognized for his coordination of the DRG 72-hour window project, which encompassed 4,700 hospitals nationwide.

Andrew received a Bachelor of Science degree from the University of Scranton and a juris doctorate from the Duquesne University School of Law. After his graduation from law school, Andrew served as a law clerk for United States District Court Judge Richard P. Conaboy during Judge Conaboy's tenure as the Chief Judge for the United States District Court for the Middle District of Pennsylvania.

Andrew is one of the founders of Compliance Concepts, Inc., a healthcare consulting company that assists healthcare providers throughout the country in determining and implementing the appropriate steps to take in response to the governments mounting focus on fraud and abuse and increasing emphasis on compliance.
